After the events of Batman Begins, Gotham City is starting to recover. Batman (Christian Bale), Lieutenant James Gordon (Gary Oldman), and newly elected District Attorney Harvey Dent (Aaron Eckhart) form a powerful alliance to take down organized crime. With Dent as a fearless public face of justice and Batman working in the shadows, the city begins to see hope.
But a new threat emerges: The Joker (Heath Ledger), a sadistic and unpredictable criminal with no clear motive except to spread chaos. He robs mob banks and offers Gotham’s crime bosses a deal — he’ll kill Batman for them. While initially dismissed, the Joker’s escalating acts of terror begin to cripple the city.
As the Joker unleashes chaos through public killings, bombings, and threats, Batman struggles with the limits of his power and the ethical lines he cannot cross. The Joker forces Batman to make impossible choices, putting innocent lives at risk, including those close to Bruce Wayne — such as Rachel Dawes (Maggie Gyllenhaal), his childhood friend and Harvey Dent's girlfriend.
One of the Joker’s most devastating acts is kidnapping both Rachel and Dent, placing them in separate locations rigged with explosives. Batman tries to save them, but the Joker lies about their locations. Batman saves Dent, who is badly burned; Rachel dies. Dent, horrifically scarred and mentally broken, becomes Two-Face, a vigilante who makes life-and-death decisions with the flip of a coin.
Meanwhile, the Joker continues to push Gotham to the brink, including forcing citizens on two ferries (one with civilians, one with prisoners) to choose whether to blow the other up to save themselves. In a moment of humanity, both groups refuse, defying the Joker’s expectations.
In the final confrontation, Batman stops the Joker but cannot save Harvey Dent. After Dent kills several people to avenge Rachel, he attempts to kill Gordon’s family. Batman intervenes, resulting in Dent’s death. To preserve Dent’s reputation and keep hope alive in Gotham, Batman takes the blame for Dent’s crimes. He becomes a fugitive, hunted by the police.
